On December 11, the inaugural meeting of the Grand Canal (Zhejiang Section) Gallery Alliance was held in Hangzhou. The Zhejiang Provincial Department of Culture and Tourism (ZPDCT) and 28 art galleries (including halls of fame and memorial halls) along the Grand Canal (Zhejiang Section) (Hangzhou, Ningbo, Shaoxing, Huzhou and Jiaxing) attended the meeting. Officials and guests attending the meeting included: Diao Yuquan, member of the Party Committee and Deputy Director of the ZPDCT; Deputy Directors Shi Ying and Chen Yongyi of the Art Division of the ZPDCT; Ying Jinfei, executive deputy curator of ZJAM; Yu Xuhong, executive curator of the Art Museum of China Academy of Art; Zhu Jun, associate dean of the Fine Arts School of Hangzhou Normal University; Sun Peiliang, secretary of the Party Committee and deputy curator of Ningbo Museum of Art; Miao Hongbo, vice president of Hangzhou Fine Art Institute; Ling Jiachun, curator of Jiaxing Art Museum. The meeting was hosted by Du Qun, secretary of the General Party Committee and deputy curator of ZJAM.

At the meeting

This meeting was held to implement the spirit of the 19th National Congress of the Communist Party of China, the 14th Provincial Party Congress, and the Opinions of the Zhejiang Provincial Committee of the CPC and the Zhejiang Provincial People’s Government on Promoting the Construction of Zhejiang as a Cultural Province, to speed up the coordinated development of cities along the Beijing-Hangzhou Grand Canal (Zhejiang Section) and to promote exchanges and cooperation of art museums in different cities for jointly development and cultural brand construction of the cities along the Beijing-Hangzhou Canal (Zhejiang Section). The purposes also included to dig and integrate the resources advantages in humanities, art and regional arts features along the Grand Canal (Zhejiang Section), to coordinate and integrate the resources of art museums along the canal, to promote inter-museum deep cooperation and resources sharing, to guide the healthy development of the industry, and to build a platform or bond for competent departments of the culture and tourism industry and art museums in the province to communicate and exchange with each other. The goal was to accelerate the coordinated development of art museums, explore new ways and means of cooperation, jointly build a quality national Grand Canal art museum, and enhance the overall international visibility of art museums along the Grand Canal (Zhejiang Section).

At the meeting, the Articles of Association of Grand Canal (Zhejiang Section) Gallery Alliance and the Organization of Grand Canal (Zhejiang Section) Gallery Alliance were adopted. The first organizational members were elected, and the Development Planning of Grand Canal (Zhejiang Section) Gallery Alliance (2019-2023) was adopted.

Ying Jinfei, executive deputy curator of ZJAM, was elected as the executive director, and Du Qun, secretary of the General Party Committee and deputy curator of ZJAM, served as the secretary general. Seven art museums, namely, ZJAM, the Art Museum of China Academy of Art, Ningbo Museum of Art, Huzhou Art Museum, Jiaxing Art Museum, the Museum of Modern Art of Hangzhou Normal University, and the Art Museum of Hangzhou National Art Academy, served as director units.

The ZPDCT actively implemented the decisions and deployments of the Provincial Party Committee and the Provincial People’s Government by vigorously promoting the construction of cultural belt along the Grand Canal. Since 2017, it has organized a special study on the construction of the Grand Canal (Zhejiang) Cultural Belt and started to prepare the Outline for the Construction of Grand Canal (Zhejiang) Cultural Belt. The planning covered 25 counties (cities, districts) of 5 cities, namely, Hangzhou, Ningbo, Huzhou, Jiaxing and Shaoxing. The founded Grand Canal (Zhejiang Section) Gallery Alliance is an important part of this system.

The ZPDCT had three expectations of the alliance:

Firstly, the member art museums must adhere to the fundamental direction of serving the people and take the growing needs of the people for a better life as the foothold and starting point. They are expected to fully exploit the art resources along the Grand Canal area, keep working on artistic creation, exhibition exchanges, cultural heritage, cultural creativity, and promotion, try to provide high-quality public cultural services for the people, and offer more and better art and cultural products.

Secondly, the member art museums should adhere to a brand strategy, accelerate coordinated development with other members, and explore new ways and means of cooperation on the platform of the alliance. They are expected to expand cooperation channels at the right time, maintain domestic and foreign exchanges and cooperation with other art museums along the Grand Canal, continuously enhance the influence of the alliance at home and abroad, jointly build the quality of art museums to the national level along the Grand Canal, and increase the overall international visibility of these art museums.

Thirdly, cultural and tourism administrative departments at all levels in the province should fully recognize the strategic significance of the cultural belt along the Grand Canal. Thus, they are expected to give stronger support to the alliance, ensure the availability of talents and funds, strengthen organizational and leadership efforts according to the development planning and requirements of the alliance, insist on resource sharing and seeking win-win through cooperation, and make sure that all work is put in place.

Ying Jinfei, executive deputy director of ZJAM, was elected as the executive director of the first Board of Directors and delivered his inaugural speech. He pointed out that the Alliance would follow the spirit of the 19th National Congress of the Communist Party of China, the 14th Provincial Party Congress, and the Opinions of the Zhejiang Provincial Committee of the CPC and the Zhejiang Provincial People’s Government on Promoting the Construction of Zhejiang as a Cultural Province and unfold its work in five directions: cultural heritage and innovation, exhibition exchanges, artistic creation, cultural creativity, and promotion. He called for: firstly, deeply digging the resources of arts celebrities, making use of the cultural value of such arts celebrities, and creating a cultural inheritance and innovation system along the Grand Canal (Zhejiang Section); secondly, carrying out sketch practice with changes in the urban and rural areas along the canal as the subject matter and embracing the concept of innovative development to jointly build quality national art museums along the Grand Canal and enhance their overall international visibility; thirdly, making foreign exchanges with collections as an alliance to promote the integration of collection resources and the rational use of collections among the member art museums. An expert committee was set up to guide the improvement of the exhibition level of the Grand Canal (Zhejiang Section) Gallery Alliance. Du Qun, secretary of the General Party Committee and deputy curator of ZJAM, was elected as the secretary general of the first Board of Directors and read the Five-Year Plan of the Grand Canal (Zhejiang Section) Gallery Alliance. At the end of the meeting, Diao Yuquan, member of the Party Committee and Deputy Director of the ZPDCT, as well as members of the newly elected director units, pressed the ball to launch the Grand Canal (Zhejiang Section) Gallery Alliance.

The founding of the Grand Canal (Zhejiang Section) Gallery Alliance is meaningful as it helps integrate the high-quality resources of the regional art gallery industry along the Grand Canal (Zhejiang section), pool the strength of the art industry for development, enhance the competitiveness and development quality of the art exhibition industry, and better serve and promote the construction of Zhejiang as a cultural province.

Important measures

I. Cultural heritage and innovation

Deeply digging the resources of arts celebrities and creating a cultural inheritance and innovation system along the Grand Canal (Zhejiang Section), expanding the influence of academic research and brand cultural activities, and vigorously inheriting and developing Chinese excellent traditional culture.

II. Exhibition exchange

Making foreign exchanges with collections as an alliance to promote the integration of collection resources and the rational use of collections among the member art museums. Organizing tour and joint exhibitions, and improving the professional level of the curator team of the museums through training, lectures and exchanges.

III. Artistic creation

Advancing the construction of “Artistic Creation and Practice Innovation Team about Beautiful Countryside in Zhejiang”, carrying out sketch practice around the subject of “Canal in the New Era”, creating a number of works depicting changes in the Canal after the strategies of “Village Revitalization” and “Urban-Rural Integration” were implemented, and bringing the story of urban-rural coordinated development in Zhejiang to a new climax.

IV. Cultural creativity

Build alliances among cultural and art units such as art galleries, establishing a cultural creativity committee, and gradually developing a systematic network of research, development, production, and sales of cultural and creative products characterized by diverse forms, distinctive features, creativity, and competitiveness.

V. Promotion

Organizing inter-museum exchanges, making use of the existing media resources of ZJAM, strengthening cooperation with the media, publicizing the alliance as a center and whole, bringing art exhibitions accompanied by lectures and educational workshops to campuses and communities, and enhancing the influence of public services.
