The Construction of “Arts Education Villages” in Zhejiang Province Is Published in Local Exchanges of the Ministry of Culture and Tourism to Contribute Zhejiang Experience

Arts Education Villages is an exploratory practice project proposed and guided by the Zhejiang Provincial Department of Culture and Tourism and planned and implemented by ZJAM in response to the call of the CPC Central Committee for common prosperity. Recently, the project was published as a successful case in Local Exchanges (the fourth issue in 2022) sponsored by the Ministry of Culture and Tourism, under the title of “Zhejiang Accelerates the Construction of Arts Education Villages (Communities) to Empower Common Prosperity”. The publication of the article proves that the Ministry of Culture and Tourism highly regards and fully recognizes the achievements of this project in Zhejiang Province and the “Zhejiang experience” in pursuing high-quality development and construction of a demonstration area for achieving common prosperity.

The first group of arts education villages in Zhejiang Province was built in 2019. The project is aimed to provide art resources for prioritized rural areas, grassroots communities and relatively underdeveloped areas in order to address the unbalanced development between urban and rural areas, between different regions and between different groups. During the process of building the first group of arts education villages, the project team of ZJAM visited the grassroots communities for 20 investigations, fully listening to the opinions of village cadres and villagers, in spite of difficulties such as a tight time schedule, daunting tasks, and shortage of hands.

Work Guide on the Rural Arts Education Program — Pilot Arts Education Villages (Communities) in Zhejiang Province has been formulated and issued, and it indicates the planning direction and standardized guidance in four aspects: humanistic and natural environments, arts education initiatives, cultural and tourism business formats, and comprehensive management and support. A guidance team of more than 30 experts, a rural arts educator team of nearly 100 members, and nearly 200 resident artists have been introduced to efficiently promote the establishment of arts education villages and greatly improve local arts appreciation and creation standards. At the same time, the project also creates a large number of home-based jobs and income-generating opportunities that inject fresh blood and great energy into rural revitalization.

Early this year, the Zhejiang Provincial Department of Culture and Tourism passed and announced the first group of 86 qualified arts education villages (communities) in Zhejiang Province. Remarkable achievements have been made after 3 years of cultivation.

According to incomplete statistics, 3,171 arts education activities have been carried out in 158 arts education bases and attracted 2.08 million participants. In addition, 22 rural art museums have been built and have held 496 exhibitions that attracted 1.12 million visitors; 22 cultural and tourism routes have been established, generating an income of RMB 116.95 million.

The cultivation of arts education villages in Zhejiang Province is a deep practice of revitalizing rural areas with art. By continuously exploring effective paths to empower rural areas with art, this project provides experience that can be replicated and spread to promote common prosperity and the integrated development of culture and tourism across the country.
